Brazil has become the first country to submit a Forest Reference Emission Level (FREL) to the UN Framework Convention on Climate Change (UNFCCC). The FREL covers the Amazon biome and it is based on the average deforestation rate since 1996, therefore future policies to reduce deforestation in the country are not yet taken into account.

The submission is now being reviewed by a UNFCCC assessment team and a final report on Brazil's FREL is expected to be available in January 2015 via the web platform on the UNFCCC website .
